SUBJECT: Disconnection and Reconnection of Water Service (involving non-payments of bills)

 

Disconnection of water services will be done on Monday through Thursday.

 

Whenever water service must be disconnected by the LWA for non-payment of bills, the following procedure is to be followed:

 

  1. A work order is issued to the systems operator for disconnection of the water service.

 

B.  The operator will do the following:

1)      close the valve at the meter and place a lock if necessary on the meter. Put the date and time of the shutoff on the work order;            

2)      post a notice on the door of the property owner stating service has been disconnected;

3)      return the work order to the CSR.

 

  1.  Upon confirmation of the disconnect by the operator, the CSR will add the $25 reconnect fee to the amount due on the account.

 

  1. When a disconnect occurs during a billing cycle, the billing for that cycle will be based on the meter reading at the time meters are normally read.  Thereafter, the account will be billed only for the availability charge (water and sewer usages abated) unless water usage is detected, indicating the water has been illegally turned back on.  If this occurs, a $50 tampering fee will be charged if the water was turned on by someone other than an LWA employee. Also, any damage to the meter during an illegal turn on of water will be charged to the customer.  All charges must be paid before the water service will be restored.

 

  1. The account must be paid in full, including all applicable fees before restoring the service.  If  payment in full is not made by closing time (4:30 PM) on any work day (except Fridays), water service will not be restored until the next working day.  However, extenuating circumstances will be considered on a case by case basis.

 

  1. Should the customer desire to have the service restored after hours an additional $50.00 fee will be charged. The account must be paid in full, including all applicable fees by 9:00 AM the next business day. Should the customer fail to pay account in full as indicated the water service will again be disconnected. At this point an additional $25.00 reconnect fee will be added to the account. The customer is to be advised of same. All charges must be paid and/or a payment agreement signed before the water service is restored.  

 

  1. If the property changes hands before water service is restored, the full amount owed runs with the property and must be paid before water service will be provided to the new owner.  With the account paid in full, there is no charge for restoring water service to the new property owner.

 

If the property changes hands and water service is still in effect to the old residence, and an amount is still owed to the LWA on that residence,  the LWA will shut off the water service to the previous owner if that owner has purchased or is renting a Lakengren property or is still an LWA customer.  Water service will be restored to the new property when the previous balance for the old property is paid. The amount due must include the $25 for restoring water service.
